What is the Digital Identity Wallet?

The Government of Navarra is working on a pilot project to develop a digital identity wallet, with the aim of simplifying access to the public services offered by the Regional Administration.

This new digital identity wallet, simply known as "wallet", will allow citizens to access their Social Wallet, a tool that facilitates access to the Single Social Record, in an initial phase. In addition, it will be progressively extended to cover other administrative procedures of the Government of Navarra in later phases. This initiative will provide an alternative means of identification that will favour a more inclusive and accessible access to public services, as well as various procedures with the Department of Social Rights, Social Economy and Employment, thus contributing to reducing the digital divide and promoting universal access to digital services.

The wallet implements an identity verification app using credentials that users can download to their mobile devices, in addition to the systems already available (CL@VE and digital certificate) to access the Social Wallet in this pilot project. It is a totally free solution designed to be used by anyone, regardless of their level of technological knowledge.

Methodology

The testing of the Digital Identity Wallet has been carried out in a real-life test environment where both the users and the producers of the tool have co-created the final version of Navarra's digital identity wallet.

The methodological basis that has guided us has been the development of "open research", promoting processes of collective reflection and broadening and generating links between technology developers and end-users.

During the testing we applied four methodological principles:

Creating value for end-users of the Digital Wallet
Users' influence and participation in the process
The test should be designed to be as representative as possible.
The scalability of the project.

Testing Conference

The Department of the Presidency and Interior of the Government of Navarra, together with Centro VidAAs and Veridas, carried out a test of the identity verification application on 20 November in Baluarte.

The testing has been carried out on 39 people with different profiles with the aim of ensuring that the technological tool is inclusive, accessible and universal, detecting in this pilot test the difficulties encountered in usability in order to modify the barriers detected and, in this way, build a tool that is as accessible as possible.

The test profiles are listed below

ELDERLY PEOPLE

Nine elderly people. The elderly is one of the groups that suffers most from the digital divide, so it has been a priority to define the main barriers and difficulties they encounter in this area.

The gender variable has been taken into account since older women suffer to a greater extent from the digital divide. Another variable that has been considered in this group is the relevant age range, covering specific age brackets. In this way we have tested the tool extensively on people over 65 years of age and have been able to define the difficulties they present and the corrective measures needed.

PEOPLE WITH DISABILITIES

Ten people with motor and/or organic disabilities. The technological inclusion of people with disabilities is fundamental, generating apps which allow people to be as autonomous as possible; in this case it has been essential to test the usability of the tool to identify possible modifications for adaptation.

Thereby, digital rights and universal access are guaranteed

CAREGIVERS

Caregivers are a highly feminised group and for whom the wallet will be a facilitating resource to bring procedures and resources closer to them. We have tested the tool on 10 carers, and we will take into account two variables in the carer’s profile: age and gender.

PEOPLE FROM SOCIAL INCLUSION PROGRAMMES

Ten people with this profile. Subject to having a valid NIE (foreign national Id.) bearing photographic identification; the test will take into account two variables, country of origin and age. We have built a group as heterogeneous as possible so that we can identify all the accessibility and usability barriers of the tool.
